| Once a year, at the Annual Fall Conference, the FLCSD awards their OUTSTANDING SERVICE AWARD in recognition of distinguished and devoted service to the profession of world language teaching and an occasional DEDICATED SERVICE AWARD for deserved individuals. |

| 2011 Outstanding Service Award - Noha Ireiqat |

Noha Ireiqat graduated from Kuwait University with a Bachelor of Arts degree in English Literature and a minor in Translation. She earned a Masters Degree in the Arts of Teaching with an emphasis on education from National University in San Diego, CA. She is Oral Proficiency Interview (OPI) certified with the American Council of Teaching Foreign Language (ACTFL).
Noha is a fellow with the California Foreign Language Project (CFLP) and a team member of the Southern Area International Language Network
(SAILN) Project. She has been teaching the Arabic and English languages for more than twelve years in different schools in the United States and overseas. She has been working with the Language Acquisition Resource Center (LARC) at San Diego State University (SDSU) for six years. She was the instructor for several Arabic courses and developed four Arabic units of instruction that would be taught at SDSU for advanced Arabic Language classes. She was also the Coordinator of the After School Arabic Program with LARC, SDSU where she supervised the Arabic teachers. Noha participated in the Bilingual Methodology Validity Study Advisory Panel for the California Subject Examinations for Teachers (CSET) Program, and she participated in the Arabic subject matter advisory panel at the Item Review Conference with the National Evaluation System.
Currently, Noha is working as the Arabic Language Program Director at Carver Elementary School in the San Diego Unified School District. |
| 2010 Outstanding Service Award - Dr. Sonia Ghattas-Soliman |

Sonia Ghattas-Soliman, Ph.D. has had a long and distinguished career in education as instructor of French and Arabic, including the French Speaking Literature of the world and the Arab Woman in Literature and Society.
She has developed an Arabic Major and Arabic Certificate at Grossmont College, the Arabic Language Program at UCSD, co-authored the Arabic VOCI (Language Proficiency Test) at LARC, developed the Arabic Honors Program at San Diego City College, organized events to further understanding of the Arab world today and presented at numerous professional conferences.
At Grossmont College she has received repeated awards for Excellence in Teaching and her involvement with the Arabic Club, as well as is known to be a source of continuing support, help and advice to Arabic female students. |
2008 Dedicated Service Award - Norman Leonard

Norman Leonard has always been an inspiration to the rest of us colleagues in the profession of language teaching. Some decades ago when my career in San Diego City Schools was just taking root, Norman asked me to step in for a board member who was abroad for a year. Then, as I was just beginning to establish myself in the field, he said it was time for me to take a more permanent leadership role in the FLCSD. Not really knowing what I was getting myself into and not that sure of myself as a professional, I took his advice and have never looked back.
Norman always set a high standard, modeling for the rest of us the giving and generous stance necessary to succeed in professional development here in San Diego. He hosted board meetings in his classroom or in his home. He led as chairperson any number of efforts. In fact we were held together by his positive attitude, thoughtful statements and well-organized follow-through. I can hardly imagine FLCSD without Norman as the chair. We are however fortunate enough to have others in the newer generation who have been inspired to step forward and lead, thanks in part to Norman's example. Our hats are off to Norman. J. Stout |

2008 Outstanding Service Award - Cristeta Dumaran

Cristeta Dumaran, Ed.D has been in the service of education for almost half a century. She has served as an administrator, university professor, lecturer, professional development trainer, writer and most of all a classroom teacher, the position she enjoys the most.
Christie, as most of her friends call her, is a dedicated teacher of ELD and Filipino for the last 20 years at Sweetwater High School in the Sweetwater Union High School District. In countless voluntary hours, she has led the teachers of Filipino to write the ‘Standards-based Curriculum Map and Timeline’ for all levels of Filipino classes.
Christie is the first President of The Council for Teaching Filipino Language and Culture. |
